The intersection of Route 22 and Progress Avenue in Susquehanna Township, Dauphin County, is located at the convergence of two highly traveled roadways providing access to the City of Harrisburg. Increases in traffic and congestion have been monitored here since the 1980s, and numerous adjustments to the existing signalization (including modified hardware and revised timings) have been made to address the issue over the past two decades. In spite of these adjustments, the township has received complaints regarding the congestion for years; therefore, they are seeking a long-term solution to reduce congestion, increase safety and provide greater pedestrian mobility without adversely affecting downstream municipalities (like Penbrook Borough).

Due to the high volume of travelers on each roadway (on average 30,000 vehicles per day on Route 22 and 18,000 vehicles per day on Progress Avenue), conventional widening will only provide relief for a short period of time. Two previous studies have concluded the intersection needs major physical improvements to correct its delays and deficiencies in capacity and safety. Therefore, with the assistance of Herbert, Rowland & Grubic, Inc., Susquehanna Township is considering a broad range of design alternatives and is seeking public input on each of these alternatives in its decision-making process.
